You do what you feel most comfortable with. If you would rather keep it as a spare then do it. I have only ever had one tire with a plug that failed but that was one out of six I've had plugged. I believe it was just a bad plug. Either way, I don't worry about it and if it does bother me, well to the spare it goes.
