Depends on the Jeep, I have an unlimited X and have never gotten better than 11 mpg in town and 16 on highway. I have 31" tires now.

Wow. You might want to start looking into reasons for that, be they operator specific or vehicle specific (not blaming either one, just saying that those numbers are odd unless you live in Denver).
I get closer to 20 on the highway with 32" AT tires on my 6speed, 4.10 equipped X. It keeps going up each tank with my new exhaust and intake though.

I have a Rubi Unlimited auto... stock BFG 32" tires, no lift (yet).

I get around 14~15 mpg City (that is Mountain View - San Jose, CA + often --3~4 nights/week-- to SF for dinner etc.) / 16~17 mpg Freeway (that is to Lk. Tahoe on weekend etc.)... on board computer says usually around 14.X ~16.X. When I go on freeway for extended period of time, it goes up to 17.X and rarely gets 18.X.

I was about the same in my Sahara with the stock 18" wheel package but took a big hit when going just one more inch 33's. Around 17-18 now.

There is no shortage of gas mileage threads on the forum.... But FWIW my boring stock X over the last few months (4 DR X, 17" wheels, stock tires, 4.10, Auto) averages just over 17 mpg with a mix of driving (I am in the Washington, DC area). I have seen 19 mpg and I have seen close to 16 mpg. I have been checking almost every fill up. The dash read out is always higher than what I compute - by a 1 mpg of so.
