with 91 performance tune and CAI I manage 16.5 overall per tank. Not too bad.

Actually none of that will improve mpg. Except replacing bad spark plugs. Superchips and change your driving style.

Stock with 17s and I'm averaging 18.5-19, between city and highway.

Throttle response, yes. A CAI might add 1mpg but that's it. My brother put a CAI on his WJ and got .5 better. I did all that to my XJ and tacoma back in the day and nothing improved but the sound. Got worse in my Tacoma actually. Adding those things just for improved mpg is not worth $600 for a 1mpg gain. Nothing beats a light foot and shifting early.

i get 14 to 15.5 mpg with 35s steel rims and a 4 inch lift. i have a heavy foot and live in a flat state.
