Default Do I need to prime?

My stock Rubi wheels have been powder coated in a matte black, but I still need to rattle can the lugs and center hub plastic "Jeep" inserts. After sanding with 400 grit sandpaper, I was about to give 'em a coat when it occurred to me that perhaps I should put on a primer coat first. What do you guys think? Should I prime them both (metal lugs and plastic inserts)? What about adding a layer of clear coat at the end?

naah- spray em black after sanding. The lug nuts will have to be redone anyway down the road.
