Decent gas mileage?

I just purchased a used 2009 JK 4-door with automatic transmission. It has a soft top and factory 17" rims with Goodyear Wranglers. The vehicle is stock. No lifts or big tires. The weather has averaged around 50 degrees-F in my morning commute and 67 degrees-F on my drive home.
I've filled the tank 4 times and my actual MPG is pretty crappy. The high was 15.5mpg and the low is 14mpg.
It's a daily driver and I clock 10 miles round trip on surface streets. I rarely go over 45mph and I drive against rush hour.
Does this seem odd to anyone? I feel like something is amiss, as I've read this thread and am envious of those of you who get 19mpg or better.
I wonder if a superchip or equivalent would help me do better on the MPG?

I get my best mileage at 45 mph, but it's on secondary roads with few stop signs.

My driving is on larger surface streets. I do have to contend with signal lights and the occasional commuter bus. Other than that, I can pretty much drive uninterrupted.

When you drive "with" rush hour traffic, you're "in" rush hour traffic.. bumper to bumper, grid locked, and crawling at 15mph. When you're "against" rush our traffic, you drive in the opposite direction and drive the speed limit.

I found out that under those conditions, it was better to keep O/D off, which kept the rpm's around 2,000. The mpg's would drop with O/D on due to the torque converter being unlocked so much as it constantly shifted up and down.
People with a tuning chip usually report a little better gas mileage if they keep their foot out of it.

Well, a 10 mile round trip each day, (I assume 5 miles to work, and 5 miles back home), is going to be your biggest issue with gas mileage. A tankful of 5 mile trips will keep your mileage low, so what you are seeing may not be easy to improve.
