My TJ was the same way. All over the place with crosswinds. I just chalked it up to being a brick. I got used to it and just dealt with it.
x2 on the throw a heavy bumper and winch on there to bring the front back down a little.

I just experienced this last night... VERY scary. I'm lifted, on 35" tires with a 15" wheel, so I got the best of all worlds in 35 MPH winds driving over a big bridge in Hartford: the road was uneven, too, so I had to cope with tire bounce, wind pressure, and sidewall flex... all in a 2-door.
I felt like I was going to get blown right of the road (it was hard to even stay in my lane, and kept feeling like the back-end was going to come around on me!)
Slowing down does help, but still, it's pretty frightening.
