Can you tell the size just by looking at them?
Yes size matters 
A neighbor won a set (his 3rd or 4th) of deflators and gave them to me.
Is there anyway to tell just by looking at them if this set is the
5-20 psi deflators or the 15-40 psi deflators?
I don’t see any identifying numbers or markings on these things.

I don't think so but all you have to do is tighten them down, put them on the stems, open them up slightly until it begins to deflate then wait to see what the pressure it stops at.
