I think they get it because there are places in europe where you drive on the right side of the road and then places that drive on the left side. So when you go to a place that they drive on the left side of the road you just flip the switch so the beam isnt dirrectly in the on coming traffics eyes. Just my guess tho.

I'm an Aussie with a 2012 JKU and yes it is the headlight adjustment, which will allow you to raise or lower the headlights. Perfect for adjustment of beam when towing or on a lifted jeep. I run mine in he lowest setting all the time cause I'm lifted and don't want to blind oncoming drivers. On more open roads you can raise them up slightly and the use the lower driving lights to give a better lit view of the road.
IIRC Export model, especially to Australia get a slightly better headlight bulb then what you guys get.
