I wanted to purchase some 35's and put on some 17 inch rims with 4.75 backspacing. Can I do this to stock (NO LIFT YET) non rubi 2017 JKU sport. Will I need to replace fenders?

Yes you can, with 4.75" bs you may have some slight rubbing at the extremes. 4"-4.5" on a 8.5"-9" wheel is recommended. A 3/4" front coil spacer and flat fenders is a good option to lifting as well if you are not out rock crawling as it keeps the steering and geometry factory for a good on road ride.
