Just came back from Germany where the inspections are a PITA. I kept my jk stock for that tour precisely for that reason.
Now, I've been to Rota and all through Spain. It's the Wild West compared to Germany. My first inclination is to say that you'll probably be alright. There is a Facebook page called Kaiserslautern Off-Road club. If your having trouble finding info for Rota specifically, I'd be willing to bet someone there will have more experience than me or at least refer you to someone else.
