I use the Raxter:
http://www.1upusa.com/raxterrack.htm
I hate bike racks that mount to the top tube. So, I read a crap load of reviews at mtbr.com and the 1upusa racks were found to be a super sturdy receiver mount bike rack.
It's a bit pricy, but not any more than a Thule or Yakima or Saris, and way stronger. The bike(s) stay in place and do not move at all.

Here is a pic of the rack that I use.
It's made by Hollywood Racks and this one is for 2 bikes. When I went to 32" tires I had to mount it with an 8" hitch extension, but I can use both trays for bikes, and I just pull a pin out to allow the center post to fold down so I can open the tailgate all the way. It's been a great rack so far.

I use the Walmart special, it holds 2 bikes at like $60! I had to extend it out, due to the 12.5" wide spare. Aside from that, I am pleased with it. I used it to haul my bikes from Tx to Pa and was pretty happy with it.

My 4-bike Sportrack (made by Thule...I forget the model) handily clears the stock Sahara spare. It folds down enough to get the tailgate open enough to get small things in and out, but not enough to raise the glass. I replaced the bolt that stops the rack from going down all the way with a pin; now I pull out that pin if I need the back open all the way. I am thinking of getting a drop receiver/extension though...some days I get tired of pulling pins when I have to get in the back a lot.
