It's the OBDC connector. 
It's mounted in a metal tab that sticks out and down, off the dash support.
It looks like it can be bent out of the way but not sure if it would leave room for the connector. If that's the case, I'm gonna pop the plastic connector out, zip tie it up out of the way and go get my Adjuster. ( can you say BFH? ) 
I've been putting off doing anything about it but it is irritating. I've scratch a nice pairs of shoes and a toe or three on that damn thing.
