think of the engine and the intake and exhaust as a giant vacuum. There will always be a bottleneck someplace. Bigger flow air intake, then the bigger exhaust, then the intake manifold gets ported and polished. Maybe you need a MAF that will handle the extra air. Then you need bigger injectors to get more fuel in there so you still hit the stoichiometric. Then the lumpier cam . . .

and 15k latter you have a 454 suburban that will hit over 700ft/lbs of torque. Did I forget to mention the headers and regearing?
