I picked up an angle iron from Home depot and cut it into a 7inch and a 3in long piece. I then bedlined them and epoxied them to the floor of the jeep. The Tool box stays put even on steep inclines. I also drilled a hole in the angle iron so i can string a steel cable through so when the top is off no one will steal it. I'll Post a picture tomorrow.

I have an old laptop bag full of hand tools, gloves, tire iron, & jumper cables that sits in the drop behind the driver seat. I have an air compressor that sits under the passenger seat. Under the floor in back I have a tow rope. Old Highlift is on the tire carrier. I've never needed anything else after 15+ years of wheeling, I've never needed a shovel so until I do, I think its pointless and more of a novelty item if anything.

I have seen some storage that attaches to the back of seats and tailgate by Smittybilt. Also, I do not know who made it but have seen in the past a type of floor storage that has a fixed top and the bottom slides out like a drawer.

Parts:
3/4 inch ply
furniture pads- for protection against the body
90 degree brackets for vertical supports
two 100 lb sliders
small diameter pipe insulation
plastic storage bin of your choice
hinges, handles, and mounts are optional but encouraged.
Just about any sporting goods shop, home supply store, etc. will carry some variation of tough plastic lockable storage containers. It could be made to be portable but as with any collection of tools, the box would become heavy rather quickly. I decided that this fixed solution would be sufficient for my storage needs. Any comments or criticism is much appreciated. Thanks.

i ended up using a piece of electric room u mount with a 50$ plastic storage box from lowes and bolted through the floor and u strut to the inside of the tub. has a lock with to spots for a pad locks. fits nicely in the two door. i recently added a wood frame to make compartment to separate my gear. only down side is no rear seat but out of the 4 years of having the jk only 5 people have been in the rear seat. its too dark to take a pic tonight but if anyone is interested just pm me and ill take some pics.

I use a couple 50cal ammo cans. The tinted glass does not let anyone to see them in the trunk. I did not bolt them because I want to be able to move them around in case I want to put something large in the trunk.

I have two carry boxes that I swap in depending on where I am going. I have a 4 door, so a little more room to work with.

This is the primary chest that I use for storing off of my tools. I added a couple of U loops in the back lower part of the chest, and string a locking hunting tree stand cable through the two U loops and all three cargo loop points behind the rear seat. This keeps the box pretty tight up against the back seat, and I place my hilift jack between the seat and it. Within the chest, I keep two straps, shackles, tools, axe, shovel, etc. I still have some room left over in here to grow. Single padlock point, it can not take a padlock that is overly large or with a longer loop.

I add this one when the top comes off, and I need more lockable storage. This one will fit behind the first box up against the rear seat, and the triangle box pushes back up against the tailgate. Being angled, it still fits with the factory sub in place. I turn this around so the opening is to the back seats....drop a seat down and access the storage easily. This box has two padlock points. I now combine a 2nd of the above mentioned locking tree stand cables, and bring one from each U loop of the triangle box around 2 of the 3 cargo loop points and up through a locked padlock on this chest.
With both cables attached, push the seats back up (they are a tight fit, but they will lock in place)
I now have the entire back area of the Jeep behind the seats pretty filled up with the two boxes, but they are pretty secure, and you aren't just going to casually get into them, nor simply lift a chest out. And if it rains and you have the top off...they are pretty decent for waterproof storage in that situation.
I originally bought the two thinking the triangle box would sit up against the back seat and the rectangular chest would be against the tailgate and I would do storage in reverse. The higher height of the triangle box coupled with the angle the rear seats recline would not allow for this to work.
