Yes you can. Just be carefull where you run the wire. You can cause / create a short when running a wire between the body and fender. Mine has pinched and I have to cut a hole to re wire. I bought the set of GenRight LED side markers and mounted between the outer and inner fender with a right angle bracket from Lowe's, and just utilized the existing wire.

I can't quote the laws but from my reading and talking with a couple of the area sheriffs, your tires cannot extend beyond your flares at all in any state. I went to ask about cutting mine and they told me I was already out beyond my flares as it was. But around here everyone is beyond that so they told me it comes down to enforcement by town/county/stater cops.. I know that doesn't help but both sheriff's gave me the same run down.

Finally got up the courage and am happy with the results. I did not want to use any edge trim, especially in the AZ heat where the adhesive would just get soft and make a sticky mess. I found some marker lights that are dot approved at O'Reilly's for around $6 each. Just like the ones 951jeep used on post 472 of this thread.
