This isn't entirely true (regarding turbo rpm's). A dual chamber turbo can produce peak torque (what a offroader really wants) at low rpm. My new bmw has this tech in it. BMW calls it twin power. It hits it's peak 260ft lbs at just 1250 rpm and holds it through almost to redline. The Nissan GTR has similar tech as well. It hits peak torque at 1400rpm and also holds it through to redline.
