I was getting tired of my plate mounted on my mopar bumper bending.
I looked at at the plate holder which uses the mag light clips. I notice the clips are plastic and have been reported to break.
I had a tinsmith buddy make a thick 1/8" cut of aluminum from his scrape metal. Drilled 2 holes to secure the 1" pipe hangers , and 4 holes to mount the plate using 1/4" nuts and bolts. The pipe hangers clip tightly to the fair lead rollers. I will use screws to tighten the hangers, or possibly tye wraps as a precaution of the plate falling off.
I could have used a license plate from aa auto part store, but the aluminum was free. Found some screws laying around and another buddy had the pipe hangers in his truck. Total cost was free.

Interesting idea. How will you remove the plate when you newer the winch with the screw there?
I have the Cool Tech version that uses steel clips. If you can find a set of those clips, you would be golden.
