I found my Plasti at Lowe's but Home Depot has it as well. I found a video and it shows it step by step. I placed quarters in the lug holes and taped up the valve stem. Use denatured alcohol to clean the rims before spraying on the plasti. I sprayed the wheels without taping off the tires. It peels of the tire and does no harm.

Ok, this looks great so I need more information.
Did you take your tires off the Jeep, or do them while they are bolted on?
I assume that you did it while they are on, since the lugs are done too. If you were to take it off, would the lugs hold up to a wrench or are you going to have to do it again.
Can you peel it off when you don't want it anymore and have stock rims again?

Plasti dip is the best thing since sliced bread IMHO! Did my JEEP emblem and headlight rings. That way if I want to change the look of my jeep down the road, all I got to do is pull it off.
