Do some searching on here for DIY stock winch plates, there are a bunch of threads. But yes, its supported by the frame studs and the metal part of your bumper. It sits lower that the plastic bumper(but looks good). More of a recessed look.... Again, do a search...you'll find lots of tips/photos, etc.

I got it from amazon. Mopar light bar for jeep. I think it was about 60 bucks or so and then the light were about the same. Good luck. Best advice I have is get a good saws-all and a dremmel. you can trim just enough to gt the endcaps to fit perfect.
