Hmmm.... things must have really changed a lot since I was last there in '01. I don't mean to be a "Doubting Thomas" but, your pics just don't seem to indicate that Jeep is actually in or is registered in Japan (unless it's a show vehicle and not registered for road use). Of course I could be wrong but, things just don't seem right.
First, there is no front license tag, or rear tag with the seal on the upper left corner screw. No road tax sticker center top of windshield and no vehicle inspection sticker lower left corner. There is no way you'd get by with oversize tires sticking out from the wheel wells. Japanese vehicle inspection is way too strict and they would not pass such a setup. The JP's would be all over you if you modded after the inspection and it would be big time fines. If I am wrong in my observations, I apologize.
The pics below show the license plate seal I mentioned above that is installed by the dealer when the car is sold. The first plate is from Tamagawa Prefecture, as indicated by the Kanji characters. The second plate is from Okinawa Prefecture, and belongs to a US military person as indicated by the "Y".
