Thank you very much! and thanks to everyone else on the compliments.
This is actually a three image composition, known as blending. I used a Nikon D610 at 14mm
I took a seperate exposure of the sky at F/3 30 second exposure 3200iso
The foreground if i can remember was around F/5 15 seconds 1000iso
Then i took a seperate exposure for the lights at f/9 15 seconds 800iso
All blended in Photoshop CS6
The lighting and settings vary so much from each subject which is why photographers blend. The same settings you use for the sky will not work for the foreground is why. You can find a middle spot but wont be nearly as good as blending.
