I only said what I did because I remember when I lived in Tahoe they would put rocks like that to keep people from driving on the beach. But you could be right...

there was only 10 or 15 feet of beach to the other side of those rocks... so i'm not entirely sure why such a small beach was sectioned off like that?

Looks like a boat launch to me. You can backup and drop off the boat, but not drive down the beach to either side. Which they do not allow at Tahoe.
