We installed these on our M1151 HMMWVs, they work nicely with the 37s that the HMMWVs use. Of course, during contact, we didn't take the time to ratchet the tire down.

I got a rhino carrier. that thing is a solid beast. no rattles what so ever. Never thought about putting it on the jeep. Thats a good idea. You can get them from surplus for about $150 (not including shipping). The military gets them standard on the hmmwvs, but a few hmmwvs are reserved for usage on the base. If they are on the base all the time, they take the spare tire carriers off to save weight.
The only bad thing about the rhino carriers is they have to be lifted up about 1 inch, to release from the bracket. The biggest tire you can put on there is about 39" and 16.5" wide. You will have to modify the tire mount, as it was designed for 8" backspacing and the jeep has a lot less.

Edit: These are really beneficial for heavy tires. The tire that I have mounted is a steel rim, 38" tire, with rubber runflats. Its about 130-140lbs.
The guys selling them on ebay, buy them in bulk from mil surplus and turn them on ebay for a profit. I bought mine from a group buy from a surplus in Ohio. The difference between the military version and civilian version is the handle. On the civillian version then handle cannot be removed and stays attached. On the military version, the handle must be removed and stored. The civillian versions can be bought directly from Rhino for $2K (expensive).
