Michelin was prototyping them a while ago. (google "Tweel")
Apparently they produce too much heat and a lot of vibration at speed. I still think they're pretty sweet.
Airboss makes something similar for heavy equipment. But it's a large solid wheel with hollow replaceable rubber segments attached around the perimeter.

These have been around for years, but have not made it into production. There must be a downside.

I'll bet they run hot at speed and are very stiff.
