Can you install a winch on a non-winch model bumper? Is there any support under the top plate? How about mounting holes?

No, or well, I would doubt it. I'm not planning a lift for awhile, at least not until my 36,000 mile warranty runs out. Don't want to give Chrysler a reason to deny me. So, I went with the none winch version as I'm only 3,000 miles in

Bumper looks good I am thinking of doing the same I can't find a bumper to settle one that has this option. I might order on bare steel and have a local shop put one on for me.
