Another vote for IPF. Bought complete kit. Package included adapter harnesses, complete housings and bulbs. No ice freeze-over in worst of winter conditions. No bright 'hot spot' that I'm aware of. I've been using them for at least 5 years without replacing a bulb. Only problem I ever had was fixed by using a wire tie at original to new harness connection. I personally wouldn't worry about the DOT compliance as it is mainly a standard required at the vehicle manufacturer level.
Best bang for the buck? Paid $155- +tax shipping included in 2010 from Northridge Canada.
Going from factory to these is like going from blind at night to...I CAN SEE. I don't need any more than what these things put out.

If you want the absolute best headlights then get some hid projectors. About $480 from theretrofitsource.com for the sealed 7 kit, less if you use a discount code. I have a set of stock housings retrofitted with their stuff and it's still better then headlight made for the jk right now. The sealed 7 kit is even better then my current setup.
