I would not install any rubber washers as this will affect the antennas ground to the vehicle which will result in poor receiving to your cb I would actually try to have as much bare metal contact as you can stand behind the bracket

I acually have .. and without tuning in the CB yet ... I can get about a mile of distance so far ...
