Question Wiring short for dome light

Dome, under dash, heated seats stay on after I turn off the Jeep. F20 fuse burns out at 20 amps but has lasted longer at 30. Seems there is a short in the wire but it’s hard to trace.

I had a mechanic try to figure it out and he found a spot under the dashboard that the wiring harness was rubbing and temporarily fixed by putting an insulator between the wire and what it rubbed against. He didn’t indicate exactly where but he said it was hard to access. But... a few rides later, they crapped out again.

Anyone know if there is a fix? Is the wiring harness rubbing typical? Solution?

I’m hoping to have more info before I try to trace the wire…
