Looks Like it is fixed
The dealership replaced the battery wiring harness and terminals and the voltages are reading normal now.
Some of the wiring had melted under the load.
They said I was very lucky it didn't fry my TIPM, which they said costs them $2200 to replace under warranty. I'm going to keep an eye on it.
