Here is Daniel Sterns (lighting expert to say the least) how to guide. He has his harnesses produced by Susquehanna MotorSports (SMS) also know as rallyLights.com. His unit uses slightly diffrent relays if I remember right.

The flicker I have read is not all that bad, and mostly just there when idling. There are a few Youtube videos that show it. The full harness is a bit overkill for the low voltage truckLites, but very worth it for halogens. From reading way too many lighting threads it seems that all that is really needed is a pigtail (small wire that converts H13 plug to H4) with a capacitor to make the current more smooth.

I have the flicker as well. The only time I notice it is at idle when I am behind another vehicle. It doesn't bother me at all.
