That's kinda low but not that strange for a heavy-duty woofer.
A 3 db increase in efficiency is the same as doubling the amp power. Or, its 3 db louder with the same amp power.
These days with almost no limit to how much amp power is available, efficiency isn't such a big deal except when the vehicle's engine isn't running.
