Ok, I just did some googling and found the same discussion on another forum for older JKs.

I guess it's on page 21 of the manual.

Some people have had no problem doing it and others not so much, but here's what they said in how to do it.

This is what worked for me with my 2009 Rubicon, you need to hold the lock key for 4 seconds, don't release it, while pushing and releasing the panic button once.
Going to go try it on my 2009 Sahara and will update.

Also read this in regards to 2011 and newer:
On my '11 Sahara, you can turn it off in the preferences on the little computer in the dash. Hit menu and scroll until you hit preferences.
You need to have the EVIC system on your JK for the above to work.

So I did this today and it does work.

Like described, Push and hold the lock button on the key fob for at least 4 seconds. While continuing to hold the lock button, press and release the panic button on the fob. You will hear a short beep from the horn, and your horn is now off when locking and unlocking.

Do the same again, and it sets it back.

Also if at 1st you don't succeed, try again. It worked for me on my 1st try and then the next time I tried it, it took a couple attempts.

I tried this, and when it was silent my remote start stopped working. Now I reset it back and my remote start will start the engine but it will shut off when I put the key in. I'm kinda pissed. Anyone help with that?

Tried it once, didn't work. Tried it a second time while holding down the panic button a little longer and it worked.
