led 3rd brake light problems

The rear facing red LEDs are connected to the wires that originally fed the center high mounted brake light. A new wire has to be run from the tail light to feed the tag light. Yeah I wasn't very clear on that. It appears to be the tap he ran to the tag light that is having the problem.
