at least in GA.
IE: rigging a shotgun to the front door instead of installing brinks home security system.
the pepper spray would be the same type of deal in GA... however, i doubt someone would call the cops and say, I was trying to steal this guys jeep and it was rigged with pepperspray.
i think its a funny idea... but imagine, someone rear ends you and PFOOF! hahahaaha

Creating a trap vs a deterrent
I like the way you think, however if you like living in the Socialist Republic of California, and do not want to enter the legal system as a defendant. I suggest you put your efforts into creating a less invasive deterrent For example a 200DB interior siren that is defeat-able by a legitimate driver with three or fewer hand movements, should YOU set this off after driving begins. (Available from companies like J.C. Whitney)
The one off fuel pump kill switch will usually stop most thieves as they do not know the extent of the disable effort. Add an additional switch that defeats the power to the fuel injection if you want to really slow them down. A “Line Lock “ on the Brakes, with a remote release button will not allow for a quick tow, or roll away.

Loved the Stickdeath shorts...
A buddy of mine wanted to put a spring loaded wooden spoon under his seat so when the thief sits down, the spoon springs up and cracks him in the crotch.
Not realistic, but the visual is hilarious.
