Well the chances you have randomly got another bad relay is pretty low. In all the years I've been doing car work I think I've only had 1 go bad... (knock on wood...) course now I'm sure I just jinxed myself

Sounds to me like there is a different problem with the wiring, like something is shorting out... it was probably doing that the last time they went out but you moved all the wires around to check them and you may have moved the wire that was shorting out without even seeing it. I would go back and make sure none of the wires that are carrying power (battery feed, relay switched (power side) and the switched lead coming back to connect the lights. It doesn't take much to short a line and blow a fuse.

You can test the theory pretty easy. If you have a multimeter you can ohm out each line... or if you don't you can try testing the circuits like this (just have a handful of the proper fuses handy.) Move the wires around, pop in a fuse if it pops again move the wires around on one of the lights then pop in a fuse and repeat until you find the problem. You can also grab another relay incase that one is damaged.

Sounds like some things shorting If your blowing the fuse like that ,
wires pinched ??
connectors at relay touching ??
