To the best of my knowledge it isnt possible to do that on the JK.
AFAIK the switching for the fogs off with hi's on is in the computer, not simple relay logic like older vehicles.
If anyone has figured out a simple jumper-type solution, i havent heard of it.
There are tons of threads on adding aftermarket fogs/driving lights for just this very reason. It is just simpler to run the power/switching seperately as supplied in the kits. Personally, I ran the trigger wire for my aftermarket fog lights, off of the factory fog switch so they function as the originals did, for inspection purposes.
Override/bypass switches to follow.

You can get your JK set to export mode with a Starscan and that will allow you to have your fogs and highbeams on at the same time.
I had a dealership refuse to do it up here in Canada because it would turn off the DRL, but someone has posted instructions for enabling the DRL after the vehicle is set to export.
Do a search for export and fog and you should find a thread describing how to do it.

One way that surely would work would be to snip the wires running to the fogs, and supply them with their own power. Throw a relay on it, and grab the signal from the parking lights.
Bam! the fog lights will be on anytime the parking lights are.
Or, my plan is to hook up some off road lights on my winch hoop, then wire them to be on with the high beams.

Not really. I came from an 84 CJ7 and of course the JK does have more integrated electronics for obvious reasons, it's 23 years yonger than my CJ. Adding lights or changing how things operate is not a problem(see the locker mod, I couldn't believe it was that easy), now getting the blinkers to blink at normal speed with LEDs(without adding load equalizers) is a different story. Maybe your JK sucks, but mine is great.
