Dumb question... Can i drive around with driving lights?
Im looking to get a set of kc Apollo 55 wat driving lights and put them on the bumper and splice into the factory fog light harness.
Can I drive around with these things on all the time without blinding people? Or are they like another type of long range light?

x3 on state laws. In Alaska you can have up to four lights on only when there is oncoming traffic. If not, go nuts. They also can't be aimed to PURPOSELY blind drivers. That's a bit of an "up to interpretation" thing, and it's why I have my Lightforce 170's aimed so low so that I can still use them on the road here.
Some states have a maximum wattage and placement restriction. It's not intuitive but it is definitely worth your time to do the homework. Also keep in mind that things change. There was a maximum wattage restriction here but it was rescinded.
The best way is to slap a relay into the stock wiring with a separate power to the battery if you want to use them with the stock fog light harness.

Turn them on and see if you get flashed. If people are flashing you, that usually means the lights are bothering them. But typically it's a bad idea to do so.

I thought the 07-10s (11s?) had a 55w fogs in them? And that it was the 11s(?)/12s that switched to the 24w fogs?
