Default Cheapest programmer for fan temp?

My Jeep gets to 230 degrees and then it cools down. I am not sure at what temp the low and high speeds kick on but I just want my low to come on at 200 and high at 210 (I think). What is the cheapest way to do this, a programmer?

I'm not sure of any tuners that adjust the temp it kicks on, but I can manually turn the fan on high speed or turn it off for water crossing with my Bullydog.
