You guys are probably not due for inspection for a long time...but, be aware...almost ALL of the HID CONVERSION kits are illegal.
You have to replace the entire head lamp, not just insert an HID adapter/capsule, etc....or you'll fail inspection. This is recent...so, not a lot of people know.

I seriously have never heard of that!
If you take a few minutes to adjust your light properly you will never blind anyone and the cops cant do anything! The light shines on the road not in the on coming drivers eyes.
Honestly you and get them in any color I have the 6000K (ice white) on my mustangs and 8000K (white with just a hint of blue) in my Rubicon. They are very close.
4300K is PURE WHITE, 3000K Yellow, 10,000K blue, 12,000K purple

I have HID's on 3 of my vehicles 2 mustangs and a 2008 Jeep Rubicon Unlimited.
I will NEVER use a halogen bulb again! Once you have HID'S you will never need to use or want the old halogen bulbs again.
2 things can cause the flickering......
1. flickering can be caused by having a bad ground. This is easily fixed by getting rid of the plug and soldering the wires directly.
2. Or the pulse in the electrical system is causing the relay that controls the bi-xenon bulbs to move to their hi/lo position is turning on and off really fast. This is fixed by applying a a 220pf Capacitor and a 50v diode.

HIDs
I added HIDs to my JK about 6 months ago. I replaced the headlights and foglights. They're friggin' awesome. Mine are 8000 series so they're amazingly bright. There is NO COMPARISON between Silverstars and HIDs. I had Silverstars before and they were way better than stock, but no comparison to HIDs. As far as the flickering goes, mine flickered like strobe lights right after they installed them, and then realized that a seperated relay is needed to fix that. It has something to do with the power "pulses" that the JKs alternator puts out. The relay was added and they've worked like a champ ever since. I highly recommend HIDs.

I also have upgraded to HIDs on the JK. I found them to be a huge upgrade for the money. I got my kit off eBay, just make sure if you buy a hi/low kit like I did to get the proper connector to the stock headlight wiring because most of the hi/low kits available out there are just rebased H4 kits. Secondly, try to get one with a long enough wire that runs to the battery, the JK's engine compartment is bigger than most car applications the kits are designed for.

As far as inspections go, they do check lamps over here. They make sure they're functional. I doubt they go into seeing if your lamps are aftermarket or not, but I guess you do run the risk of being found out...
